Yes.It is safe and within reach from the subway. I did the opposite, I walked from the Bell tower to the subway, during the walk, you can also take a good look at the hutongs as your need to walk through these hutongs to reach the towers/subway.
It is a wonderful attraction, and the tower is great. And it is safe to travel,BUT you still need to be careful when you climb it.

I went to Beijing with several friends and traveled to Drum and Bell Tower. It is impressive. I enjoy traditional Chinese culture. And the towers are real symbols of ancient cultures. But we at that time still find modern city style in the towers, especially at night. The lights and lambs are very beautiful. It is green, red, and yellow. It is an unforgettable experience.
